This is a challenge in the current event-related tome where you need to heal 2 health states while having randomised perks.
Once the challenge is selected you can see question marks in your selected survivor's inventory. It is meant to indicate activation but during gameplay I had the same build available.
I managed to make it work only by switching to another survivor. However, there I only did one health state. The challenge was half done - upon loading the next match I got my usual build back. Again, I switched to another survivor to make it work.
