The Crows found in the world can communicate directly with you.

100 % of the time, cawing Crows give you a visual cue when you are within a range of 20/28/36 metres.

Spies from the Shadows has a cool-down of 5 seconds.

That doesn't actually tell me anything. It should state that the crows that are alerted by survivors give you the cue. The wiki has it better in:

Allows the Crows found in the environment to directly communicate with you.

Whenever you are within 20/28/36 metres of a Crow, who was startled by a nearby Survivor, you are alerted by a Loud Noise Notification.

Spies from the Shadows has a cool-down of 5 seconds between alerts.
