Pc-Unable to open chat in pre-game lobby

I'm a Steam player and for the past week or so I have not been able to open the pre-game chat in the lobby, I click it but nothing happens. But in post-game, I have no issues and I'm able to type and see what the other players say.
Obviously not the worst thing in the world but it does suck to not have the slight chance of pre-game coordination with solo players lol.
