Which rummaging perk takes priority?

Hello ppl of the fog,
with Scavenger being added as the third perk to enabling rummaging in a chest (the other being Appraisal and Residual Manifest), I was wondering in which order the three perks take effect.
I played one game where Scavenger was used first, then Residual. Scavenger was the middle perk in my build, so I guess it's not based on the perk order. Which is rather sad imo, bc that would give you the control over the perks.
Does someone have some insight how the perks are meant to work together?
