Possible bug with perks, Potential Energy, Stake out, and Fast track

Step 1 : Take perks, Potential Energy, Stake out, and Fast track
Step 2 : Have the perks active (have stacks) in Stake out and Fast track
Step 3 : Use Potential energy and hit the skill checks. When hitting the skill checks, you will lose stacks from Stake out and Fast track. It seems that the bonuses from those perks are lost for good and do not contribute to the generator or Potential Energy.
Expected result: Potential energy not using the stacks from said perks, or it should add the bonuses to generator or Potential energy.
Additional information
- Character played: Yun jin lee
- Perks played: Potential Energy (tier 1), Stake out (tier 3), and Fast track (tier 3)
- Frequency of the issue: always when hitting skill checks while in Potential energy + having stacks in Stake out and Fast track
This happened on PS4 version of the game with the newest patch (7.2)
