Remix challenges not randomizing perks

I'm playing on PC and I'm trying to progress through the event tome.
I'm on both of the remix challenges for killer and survivor.
I select the remix challenge for survivor, and in my loadout, it shows that my perks will be random for the match, but once the match starts I don't have any perks equipped at all and even though I do what I need for the challenge anyway it doesn't count.
This means I'm stuck on these challenges in the tome and it sucks a lot.
It happens every match.
