On PC/Epic Games, I encountered a little bug with the "A Stunning Display (REMIX)" where it should randomize all my perks but it just kept them even in the same order, not sure if this is a bug or just luck. Not sure if I did something for this to happen, either way I don't how how it happen.

Same thing with me, perks are not being randomized at all.
