Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.

I'm not sure if this is killer-specific, but someone else commented it's happening with Myers, and that is the character with whom I am experiencing this bug.
Myers + Play with your food makes it so you don't see the cooldown for gaining consecutive stacks; the icon stays gray and doesn't circle around like a clock on a timer, as it should.
I believe this happens every match.
