Chat window wont open in pregame lobby

Since the start of the anniversary event, I can't seem to open the chat window. Post game chat is fine, just seems to be an issue with pre-game lobbies. I click the chat button and nothing happens. Tried verifying the files through Steam as well and it did not fix.
