THE SINGULARITY
Almost everyone can say that the Singularity is by far one of the worst killers in dbd currently but has high potential to be very decent.
I think he should work like this:
EMP takes 120 seconds to restore, 5 boxes on each map.
EMP has 2 charges.
Survivors can disable 1 biopod using EMP for 80 seconds. It consumes 1 charge. Singularity can see different aura of sabotaged biopods
Survivors can cure sickness caused by Singularity using EMP. 1 charge required. This process takes 8 seconds to self-cure or 3 seconds when other teammate helps.
While holding an EMP, survivor's run speed is reduced by 5%.
KILLERS KIT:
The Singularity can infect survivors by shooting at them with his gun.
If the Singularity hits infected survivor by the biopod instead of teleporting, damages them.
PERKS:
Genetic Limits now also applies blindness status effect.
Forced Hesitation's cooldown is now 10 seconds and area is increased to 28 meters of that survivor, but speed penality is decreased to 15%.
Obviously particular addons should be buffed, nerfed or reworked but I wanted to focus on his basekit so he wouldn't need any addons to be nice.

Honestly, after playing a lot of him I think he is far stronger than he is given credit for and if he was buffed those changes would just be nerfed later on.
I am no god, hell I am not even a killer main but I have been playing a lot of him and after a lot of pain I finally seem to have the idea and he destroys most public lobbies.

His kit is extremely strong.
In my opinion, these are the two main weaknesses he has.
1 - He is INCREADIBLY map dependent. Perhaps the most map dependent killer in the game. After playing him for a while, I can already say that open maps with huge sight lines, such as Fractured Farms, Mother's Dwelling or Coalmine, he feels so strong. But on the opposite ends, close condensed maps such as The Asylum and The Game make his power extremely weak. I have no idea how to fix this issue, but he definitely depends a LOT on the map for his performance.
2 - His Counter is made WAY too strong. I know EMPs were hit a bunch of times, but I think the wrong aspects of them were nerfed. The duration of how long his biopods are disabled is longer that 1.5 times the cooldown of some perks.
I know you can just replace them by shooting another, but when you are across the map, you can't really do that, which kills his map pressure.
While there are less EMPs currently, the fact that they disable your biopods for so long makes the only viable way to play him a discount chase killed
These two factors are what is keeping him weak in my opinion. Could be wrong.

"Public lobbies." That right there is the issue. Killers shouldn't have to go against a public lobby to be strong and it shouldn't just be "oh well, it was an SWF there was nothing I can do." The game needs to be balanced around SWF and looking at something in a public lobby is not a good gauge of how strong something is.

I don't think you have any idea how broken that would be...
Larry is fine. He is far from weakest killer, he is just most map dependant.
He is kinda like Hag, you can't play him as standard killer to be effective.
