Play with your food no longer shows cooldown

Before there was a visual cooldown you could see when you gained a stack and you had to wait in order to get another but now it is gone,is it a bug or intentional removal?

I think this bug happen when Tools of torment DLC was introduced, because I remember using PLWYF and Game afoot and it didn't show the cooldown, my initial thought was "maybe a strange interaction between those two perks" but now I see that the cooldown is not present anymore.
