Twins can block outside in raccoon city both aisle hook?

First tried it that you can block your body and Victor in the passage outside to Raccoon City and it looked dirty and special if the survivor is on the hook it is impossible to save the survivor from the hook when the Gemini blocked the passage to it both sides which guarantees one sacrifice offering special yet worse if the twin can trap one or more survivors where you can block both passes with Victor and wait until the end of the match when time is running out or the survivor will have to disconnect from the match which gives the maniac an advantage, this looks very unpleasant and dirty tactics for the twin
