Play with your Food has no cooldown

Description: Play with your Food is supposed to have a small cooldown between getting stacks which it doesn't have allowing to instantly start another chase to get a new stack.
Steps: Select Play with your Food.
Find and start a chase with the obsession.
Force the chase to abort by breaking line of sight to the obsession.
Notice how the perk does not go on cooldown.
100% reproducible
Warning possible loud sound and it recorded my keyboard clicks by accident.
