Making hex perks less RNG

Right now, regardless of how good, balanced or unique a hex perk is, it's still a major crapshoot to run it, given that survivors can spawn right next to it, and even if they don't a lot of totems are in the open anyway.
What I'd like to see is, when 1 hex perk is equipped, ALL totems become hex totems, and the effectiveness of the perk varies depending on how many totems are left in the game
So for example a perk may work like this (note that I'm not necessarily suggesting these values)
This also mean hexes would now work like boons, in that one totem will effect all hexes equipped.
Ofc blessing/cleansing times for survivors would be reduced to compensate.
