A visible bug with exhaustion perks

Question:

So I have this visible bug or what not on my game when I’m playing on either side. I think it is only on Windows 11 when you have a perk like a exhaustion perk.

What does the exhaustion perk do exactly with this bug or whatever it is:

There will be a dot in the middle of the perk. It is very visible it’s like a white small dot and I am really confused why is it there for a exhaustion perk that is not active!
