Spinechill broken

Hi there. I play on ps4 and ive been using spinechill and ever since the update. It hasn't been working. When I read spinechill it tells me that I will get notified when the killer is within 36 meters of me, but it doesn't do it.
Yesterday I played against blight and I was on a boat and he was below me and my spinechill didn't activate. It only activated when he was on the same floor as me and looking directly at me.
Today I played against Billy and again it only activated when he was right by my face
