Would these Executioner Changes make him a more engaging zoner less played for anim-lock hits?
First - Make his zoning outside of anim-locks more appealing: Torment Trails will hinder Survivors for 1s if not crouched over.
Second - While still keeping the dodge-ability of Punishment of the Damned, allow the Player to use it tactically to zone ahead in regards to chase: Holding the Attack Button will lock The Executioner in place, take longer to perform Punishment of the Damned, but cause Punishment of the Damned to place Torment Trails (this will not create Restricted Torment Trails, EG: near Hook).
Third - Introduce some counterplay against remnant Torment Trails for Survivors while introducing more delay opportunities into The Executioners kit: Torment Trails that Survivors Crouch over become Restricted Torment Trails, disappearing shorty after. (Survivors now have an incentive to erase Trails if they're in a problematic area)
