Septic Touch and Dissolution: Just why?

You know, I always question what goes into making perks for killers. Sometimes they work well with the killers power, other times they don't. With the Dredge, Darkness Revealed is the only perk that really makes sense as it has something to do with lockers.

However, Septic Touch and Dissolution? Not only do both these perks require the terror radius to work, but they also have other issues. Basically I'm going to suggest ways they could buff these pretty bad perks.

Starting with Septic Touch. I think a obvious buff is to remove the terror radius requirement, basically making it the healing version of Mindbreaker/Fearmonger that it should of always been. Another protentional buff is to make it so it also applies to the survivor being healed. If it's called Septic Touch, why does the survivor being healed not be infected by the so called "septic touch?" Maybe this part would be too strong though and could be compensated by making the Exhaustion and Blindness only last 5 seconds. Then again, I don't see why a weak perk should get a nerf and a buff, just like what recently happened to poor old Territorial Imperative.

The next perk is Dissolution. Despite this perk being better than most, it's issues really start to show the more you look into it. I think a pretty big fix is that instead of the perk working in your terror radius, why not just make it so it works within a certain distance of the killer like 24 meters? I think this is the main fix and really the only one the perk needs to be better. Of course, there is also the fact that pallets destroyed by the perk don't give you Spirit Furry and survivors getting a warning label every time Dissolution activates, but those are a bit more debatable.

So, those are all my suggestions for how these two perks could be buffed. Would love to know what people think about them and if they are actual good buff ideas.
