Jolt Shouldn't Make you Scream

Issue: When the killer has the perk Jolt, any survivors within the Jolt radius on a gen screams. This isn't a part of the description of the perk. Jolt should not make survivors scream.
Steps to reproduce: Have the killer run jolt and do a gen while the killer downs another survivor nearby
How often does this occur: every time a survivor is on a gen within Jolt radius, they scream. This should not happen. Eruption makes the survivor on the gen scream, not Jolt.
Please fix.
