This may sound strange, but I think the lack of voicelines is part of the appeal of playing survivor for a not-so-small portion of players. Hell, I've seen various people say they'd like an option to disable voice-acting entirely.
Voicelines, especially full sentences, tend to lose their novelty very quickly if they're common. Think F13's "Oh my god is that a dead body??" It just becomes cheesy at best, and grating at worst. Not to mention entirely meaningless beyond 'this trigger just happened'. Pinhead hit the sweet spot with regards to VL's, in that they make sense, they're very memorable, they're conditional, and they don't play every single time you do something, so they maintain a sense of novelty. Wesker has memorable lines, sure, but quite a few don't make sense in DbD's context.
As for Cage, he needs an "oomph" to his character, otherwise he's just a guy with very weird perks. He gets a pass because he's an actual, real life celebrity. Plus, only the player hears them.

I have a few points to bring up just to rebut that whole argument
- Like you said some players like to disable voice lines so they should add a setting in the audio so that argument no longer exists its simply optional to those who have a different appeal towards Dead by Daylight
- I agree I don't really think voice lines should be lengthy, but some killer survivor interaction here and there would be pleasant, if Wesker says "Poor performance indeed" Chris can respond "F**k you!" very short but it makes a huge difference to the atmosphere
Overall I think just basic voice lines between survivors after they heal each other, or get saved would be small decent additions since there's this whole problem with dbd tomes where no one cares for these characters because they're silent. Unlike Overwatch which has mastered the art of creating original likable characters through voice lines and attitude, I think it's simply an important aspect to bring all characters to life and remind you who they once were before the fog

I disagree, I'd play Nick more IF I could disable the voices

and you should be able to :)

I think that it's just very new feature, that appeared only with Nick. Ripley already has voicelines, maybe they will give voice to previous characters, but next ones will probably have voice as standard.
Remember that after Ash, the first lobby-talker was Ada and Bekka, and after that Jill got voice, and almost all characters after say something.
So I think it's just fresh feature.

All of these types of things could be simply made into options that anyone can switch 'on' and 'off' if they desired. Give it a decade or so and who knows if DBD is still going maybe more Survivors will have some voice lines.

I don't. Nic Cage's voice lines are extremely annoying, similar to Wesker. I only prefer in lobby voice lines.

I'm 100% on board with giving players the option to turn off voice lines. But I'm also 100% on board with adding more voice lines to characters so the people who do like them can enjoy them. I don't want characters yapping non-stop but I do like to hear a few lines during a match.

Because Nic Cage is only one remembers who he is. Other survivors forgot who they are or they don't remember everything.

Absolutely they can, just give me an option to disable them entirely. They're already client sided and play different voice lines for different people, and big man Nicky doesn't even talk to anyone except the player, so everyone can have them as long as I get the ability to turn them all off so I don't have to listen to Wesker or Pinhead ramble on to themselves for the 16th time this minute.

They better not, if I hear Dwight say *gulp* he's right behind me isn't he i'll punch a hole directly through my screen

You got a source for this claim?
As we clearly have a ton lore that shows survivors don't forget who they are, just that some of them don't realize what's happened to them after being sacrificed.
