Bug - Killers can be blinded from outside their FOV

Platform: All

  1. Boot game
  2. Start game as killer
  3. Survivor throws a flashbang or uses a flashlight on you from where you can't see them
  4. Get blinded.

Additional Info: Occurs on every map unless killer equips Lightborn which is only a band-aid fix to the problem and costs a perk slot. I firmly believe no balance team for a PvP game would create such a one-sided interaction like allowing a visual debuff to be triggered from where the target can't see the effect. Especially when this interaction normally occurs when the target can't move and it should be on the attacker to induce the effect.

Please let me know if I should instead be reporting survivors for abusing an exploit, or if this is intended and the balance team simply has a preference for survivors.
