Trail of Torment does not turn off when generator is blocked

A blocked generator is not regressing. Trail of Torment's desciption is that it turns off when a generator is no longer regressing. Other perks, such as Rookie Spirit and Surveillance, consider a blocked generator to not be regressing and will not display them. This is inconsistent behavior.
Furthermore, survivors are unable to interact with a generator while it is blocked, so anything that blocks it (Deadlock, Thrilling Tremors, Grim Embrace) renders survivors unable to remove it for an extended period.
