I can't play after this update

Idk what's going on but I have 3080 Ti and i9 and I'm staggering frames in lobby and in game.

it's literally unplayable, I tried turning my HDR off because weirdly that messed with frames, did nothing.

Resolution changes did nothing, full screen or not did nothing.

I tried changing my screen to extended because i have multiple screens and that usually made it stay smooth.

now nothing helps and here i am. Please help
