Stealth Billy doesn't start chases

I faced a stealth Billy today (Tinkerer, Plaything, Trail of Torment, and Apex Muffler addon) and for some reason, the chase would never start.
Even if the Billy chases me without using his chainsaw, the chase music wouldn't play for either the killer or survivors, the UI didn't show a chase, the killer didn't gain bloodlust, and vaults were infinite.
It stayed like this for the whole match, and apparently affected all players.
Is it related to either of the stealth perks mentioned above, or maybe Billy's Apex Muffler addon?
