PC-Doctor's terror radius is buggy and chases don't start

Example 1: Picked doctor with the loadout listed below, I noticed my shock blast wasn't hitting targets who were clearly in my terror radius, sometimes it would go off, sometimes it wouldn't. My Doctor Illusions were also getting stuck in the floor
Example 2: Chases flat out didn't start or count unless I hit a healthy survivor with a M1, even then they wouldn't last long.
Character played as: The Doctor
Perks played: Mad Grit, Agitation, Scourge Hook: Pain Resonance, Scourge Hook: Gift of Pain
Addons used: Both Iridescent
Map: Penn Asylum
Frequency of the issue: Whole game off and on?
