Lucky Break not regenerating when healing somebody else while injured.

This i'm pretty sure is a bug and not the way the perk was meant to be.
Also when you are getting healed this perk should also be deactivated.

That's not how it has ever worked, and is consistent with its implementation. It recovers at the same rate that it drains. For every one second spent healing, you're losing one second of it because you're still injured. And if it paused while being healed, it could be used with Bite the Bullet and a Medkit/Self-Care to preserve it essentially forever.

You’re still injured so it’s still going to count down and offset whatever duration you regenerate by healing.
To avoid this and actually gain part of the duration back you need to heal someone else while you are healthy.
