Leveling stuck

I have been trying to prestige my killers to prestige four and I just completed Billy, but the number did not go up. I even restarted my game and switched to Survivor and nothing is fixed. i purchased the final level of four and it didn’t level up even though it took all my blood points. I even got gifted the bloody weapon that should have been given when I reached prestige three and the item even said “owned” when it popped up. i level up all my characters in order so this is very frustrating.
