Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.

Clown is still bugged where his bottle switches in midair if you change bottle type, and the marker to tell you which type of bottle you're using is still gone. I also assume the camera glitch is still present but I didn't see that when I was playing.
