Bug of perks using ability 2

I'm playing on PC (Steam)
Perks using ability 2 no longer work, they activate but do not offer to use ability 2. For example:
- the "blast mine" perk activates (lights up) but no suggestion to plant the bomb appears.
- the "Chemical trap" perk is activated but there is no suggestion to set the trap when you are near a pallet.
