Is it bannable for dying survivors to crawl on top of one another?

Like if I have been picked up and dropped, and the killer cannot pick me up without me wiggling free, and I crawl on top of another downed survivor so that the killer can't pick them up without possibly grabbing me instead.
Is this a valid strategy or abuse of an exploit?

Idk, it just seems kind of unfair since the killer has no way to play around it other than taking the risk. So I was wondering if it might be considered an error in game design.

it's fine, there's nothing wrong with it. generally it doesn't help that much anyway, aside from the rare match or two (out of every hundred) where you might be able to coordinate power struggle or something.
