Is it bannable for dying survivors to crawl on top of one another?

Like if I have been picked up and dropped, and the killer cannot pick me up without me wiggling free, and I crawl on top of another downed survivor so that the killer can't pick them up without possibly grabbing me instead.
Is this a valid strategy or abuse of an exploit?

Idk, it just seems kind of unfair since the killer has no way to play around it other than taking the risk. So I was wondering if it might be considered an error in game design.
