I think the problem with the Skull Merchant in this PTB is that even if the ability was useful in the chase, it was only below other killers such as Regionals, etc., but you are trying to add a feature to that that seems useless with the words "if you are an experienced killer -".
With the length of time it takes to inflict damage, the complications involved, and the dependence on the actions of the survivors, it never occurred to me that even an "experienced killer" as BhVR calls him would be more exhilarating to use a character who is good at leagues and other chases, and also has the ability to search and find the enemy and other abilities. What about the "experienced killers"?
I don't know how many times I've seen this rework of Skull Merchant, but this is the worst update ever, not only for her, but for the killer as a whole. It takes away her personality, the new abilities granted are a degradation of other killers, and she is not exhilarating to operate. It seems as if they are trying to disguise their catalog specs by adding "if you are an experienced killer..." and claiming that it is just because the user is not using it or getting around it well enough to show off their abilities.

Management sets the killer's abilities on the assumption that the killer is experienced.
Management will implement AFC keeping in mind that survivors are solo and beginners.
Killers need to be experienced to make use of their abilities.
Even though the hook grab has been removed, the survivors are unable to rescue onhook survivors, but that is not a problem; they can change the system itself by clinging to the management without any effort.

As a side note, opinions regarding the update in Japan are summarized as follows.
Skull Merchant should want be as strong as Sadako when it is actually used, but otherwise it is backwards compatible with the Legion.
I'm just disappointed as to why AFC didn't do this from the beginning, and it's strange that they implemented it before they improved on the fact that it was affected even if the hierarchy was different.
Trapper was finally able to obtain citizenship and was promoted to civilian status.
Even if Borgo's changes involve reducing the number of pallets a little, the survivor's advantage will not change.
