"Buried Underground" Challenge gains no progress

The "Buried Undergroud" challenge is bugged and will not gain any progression. I have completed challenges adjacent to it on the grid, but this challenge will not progress.
I have hooked survivors in basements through multiple matches. I have hooked three survivors in the basement three times during the same match even and no progress is made. I have unselected and completed other challenges just fine after running into this issue, then I attempt the challenge again and still no progress.
