Cursor Full Screen Bug

When in full screen my game will randomly show me my mouse cursor and not allow me to interact with the game until I left click again. The game stutters when my cursor appears and when I click back onto the game. This issue also happens when not interacting with the game at all if that helps.
If anyone has had the same issue or might have a idea of what it could be I'd really appreciate the help.
