Unable to get more than 2 Daily Rituals at a time

For a few days now I've had the issue where I cannot get a third daily ritual. The popup comes up correctly when it's supposed to grant me a new one, but it just shows the 2 I already have and isn't giving me a new one.
Only when I complete one of the two I have I will immediately get a new one as if there's an invisible third one present that is taking up a slot.
It started happening since last patch, no clear steps to reproduce.
