Deadlock/Pain Res Bug

1) Platform: PC Steam
2) If deadlock is blocking a gen pain res won't hit another gen if used. Not even another progressed gen that is unblocked. It just consumes a stack of pain res.
3) Easy, just have 3 progressed gens, complete 1, the 2nd gets blocked, hook a survivor and nothing happens to the 3rd gen.
4) Every single game, fix please!
