Decisive Strike Not Activating

This happened on PC, steam specifically if needed.
I have noticed that there are times where I am grabbed by the killer, I succeed on the skill check, but no stun activates, and I don't have a wiggle bar. This happened when I was grabbed during a killer power. It has happened only twice to me, both videos attached.
