Anti-camp meter should be invisible to survivors too
The anti-camp meter going up provides information to the survivor that the killer is nearby, which is beneficial for determining when stealth killers are nearby. The meter should be invisible to survivors to prevent this. I don't think survivors should get free info just from being on a hook.

If Killers are staying close enough to the hook to raise the meter, they aren't being very stealthy, even if Survivors couldn't see the meter.

False. There are many instances where a survivor wouldn't be able to see the killer without the meter. Examples would be GF and Pig crouching and Alien being underground.

If a stealth killer gets punished for trying to use their stealth just to camp, that sounds perfectly fair to me.

That's the intention. No killer should be able to camp for long periods of time. Even stealth killers.
Imo Alien should not be able to just camp at the next tunnel. There is a reason why Dredge can't use lockers next to a hooked person.

he's not complaining about the camp punishment. What this means is that the survivor should not be able to see the progress of the loading bar.
That way the survivor would still see a notice that they can now pick up.
It seems good to me, especially for places with 2 floors like raccoon or silent hill

Hiding the meter doesn't encourage camping since you can't camp to begin with.

The meter rises when the killer is within 16 m. Doesn't necessarily mean they are camping.
