Add Keybinds for spectating

we should be able to use Q and E to switch who we're spectating instead of it being mouse movement only, this change would also allow for mouse movement to be used for looking around yourself on other peoples players so you can look for things they might not see or move the camera when its locked for spectator (hooked survivors lock camera for some reason?)
