Wesker cannot use power on certain places on Toba landing and Hawkins

Hello!
Wesker is currently unable to use power on the Toba Stairs and through the doors that can be opened by gens on Hawkins.
This happens constantly. Power will not start and it's like hitting an invisible wall when using power outside of these spots but towards these spots.
In the Zip there's two short clips of wesker not being able to use power those places.
