Falling no longer prevents a vault for a small moment

The falling stagger from any height no longer prevents vaulting, this has been an issue for a while now and im not quite sure when it first entered the game.

This issue was solved on the PTB, the fix will be released with the new chapter's patch: https://forums.bhvr.com/dead-by-daylight/kb/articles/419-7-4-0-ptb
