Perk Stacking Fix with Future Proofing Built in.

Instead of perks applying a x% multiplier to the base values, instead have them set said them to "Y" value with the lowest altered value applying.


Example(values are not suggestions):


If Call of Brine regressed gens at 125% speed and Overcharge regressed gens at 150%, then taking both would result in a regression speed of 125% as it is the lower of the two modifiers.


If you took just Overcharge in this example, it would have the full 150% regression speed as it is now the lowest modifier.


This principal could be applied to virtually everything from regression and repair speeds, to totems, heal speeds, recovery.. Everything.


This would allow for individual perks to be tuned to be more impactful as stacking multiple perks with a similar effects would no longer allow for extreme results. Which in turn (could) result in increased build diversity.


Additionally, since they are set value changes, any future perk being released would not have to consider earlier perks with similar effects due to said inability to stack effects.
