ps4 cannot kick gen on hill

Don't know the name of the map. It's the one in a forest with log cabin stuff. The gen that spawns on the weird hill that can be walked up from a few sides cannot be kicked. Happened in 2 matches today. I have not come across a game today where the gen could be kicked. The gen had progress,was not completed or regressing, and no one was working on it. The prompt to kick it never shows up.
