Enumerating Leatherface's Grievances
The Cannibal is distinguished from Hillbilly in that he has complete control over his chainsaw during his attack. Theoretically, he should be able to chase around props that the Hillbilly cannot chainsaw flick around.
Unfortunately, he cannot leverage this control into such an advantage due to his lethargic 87.5% revving movement speed (27.5% penalty) and his marginal max speed of 118% (3% increase) which he must accelerate to eventually reach. It's such a distance deficit that if survivors hear Leatherface rev up, it's a sound of safety, as they know they can loop Leatherface again with impunity.
Slowing down and giving survivors a chance to counterplay is a healthy facet of his design; what isn't healthy is that the counterplay is to quite literally ignore him until he revs back down because catching up isn't feasible.
The Solution
Test the following on the PTB: "Slightly increase Chainsaw movement speed"
This is sufficient to facilitate skill-indexed mind games but insufficient to force pallet drops. This is a straightforward and modest improvement to give Leatherface some use out of his power until his inevitable rework.

A good change is for the chainsaw to keep going after breaking a pallet and no slowdown when revving it.

An eventual rework will happen for Leatherface but considering both Freddy and Pig are first, I was hoping a simple number tweak could be thrown onto the PTB to make him less miserable until then, as it's over a year out.
