Are my rituals supposed to cap at 2?

I've had 2 daily rituals on my account for about 3-4 months I never can get a third. Not really sure what to do about that.

Contact support. They can look into your account and possibly fix it directly or create a ticket so it gets fixed in an upcoming bugfix patch..
