Why doesn't anti-facecamp apply when standing on top of basement??
Went against bubba and as bubbas do, he camped me while just standing on top/just outside basement. What is the point of the mechanic if it doesn't do what it's meant to? I went to 2nd stage and was luckily rescued but went down not long after, ultimately killing me because of the camp. It doesn't make sense for killers to just be able to stand a top basement and not have any progress to the anti-camp added? Like what is that? They should still be within range.

The whole point of the mechanic to prevent unsaveable hook scenarios where survivors can't have an opportunity to save without trading or even being downed first. It's supposed to stop killers from being too close to the hook, basement negating that is silly.

The mechanic is supposed to stop facecaming, which it does.

It does, only very slow and when teammates are close, it stops or slows down.

It's essentially face camping cause it doesn't get him to be a distance away, he's right there preventing anyone from going.

I'd say if they are able to just stand and prevent anyone from going to save, thats basically just a different form of face camping. Also it doesn't matter if you stay away from basement because agitation and iron grasp exists. The mechanic needs to work if you are in close proximity aka face camping and standing on basement.

Its not proxy camping. He is standing on basement stairs. Thats as face camping while not face camping as you can get. The mechanic should still apply.

This whole communications spin about it being an anti FACEcamping is what bugs me the most about it. Simply because it doesn't at all align with their own stated goal. Either, they changed the actual goal - or they failed to accomplish that goal. What is the goal you ask?
Just have a look a the dev update from September:
"You probably don’t want to find yourself on the hook in the first place, but it can quickly become frustrating if the Killer decides to wait nearby, preventing all but the most coordinated of teams from rescuing you. Camping has long been a contentious topic: While there are times where camping is the smart thing for the Killer to do (if there are Survivors nearby, for example), there’s not much the Survivor being camped can do. To help in the most extreme cases, we are introducing a new feature which may give you a second chance."
That Bubba on top of the stairs checked all the boxes for "the most extreme cases" ; it's impossible for the team to rescue the hooked survivor, it's not "the smart thing to do" and there's literally nothing the survivor being camped an do (even if they deliverance-d or kobe-d Bubba could easily chainsaw them through endurance - or just block them and M1 them - before they even left shack).

Proxying camping is coming back and forth to the hook and staying in the general area. Standing at a hook is facecamping, he is facecamping basement. No one can get the save without being downed, that is what the mechanic is there to prevent. Therefore the mechanic should work properly for basement.

EXACTLY. Like the whole mechanic is to prevent unsaveable hook scenarios with killers being way too close... but for some reason basement negates that? Doesn't make sense to me

I'm pretty sure the categories are facecamping, camping and proxy camping. But anyways, my post is the point here and the point is that this mechanic should work when you are camping basement (basically face camping, not the hook but basement itself). You can read more below of why it should even though people call it anti-facecamp

Can confirm.
White shards tell me the basement is a dangerous place.

It's due to the elevation changes they did to make maps like RPD and the Game not just punish killers for patrolling above the hook.
I do think the stairs to the basement should be where the system calculates distance from for the face camping system.
