Can't use Snowskulls while holding a flashbang?

It appears that you can throw snowskulls while holding another item in your hand, like a flashlight or a medkit, and it also works with the winter event firecrackers. However, I've noticed if you craft your own flashbang grenade via the Leon perk and have that in your hand, you can no longer throw snowskulls. The snowskull icon on the HUD is greyed out and there's no option to throw them anymore (even if you have a full 6). Is this a bug or by design for some reason?

The crafted Flashbang is considered a special item, the same as Snow Skulls. Survivors cannot hold more than one equipped special item at a time.
