we should get terror radius back on hook

Right now we have this issue on second hook where the terror radius is gone if we are being proxy camped. Can we get that back? if I am being camped on hook I am just gonna go next match in soloQ because there is no good reason to stick around then. In SWF I will tell my team to do gens instead of rescue if they are camping me. Either way I would like to know they are doing it to me.
