please tie head crows to conspicuous actions

Now that we have the "conspicuous actions" system, can we PLEASE make doing a conspicuous action the requirement for not getting head crows?

I just learned that dropping and picking up an item over and over counts as enough activity to avoid head crows! No wonder it takes me so long to find the last two survivors as killer, even if no gens are getting done! They're hiding in the corners next to running gens, quietly juggling empty toolboxes!

    I agree, tho staying in killer tr should not summon crows. If killer is actively looking for survs, and they just hide, crows will get to them eventually. But if killer is afking waiting for crows, then no, survs inside killer tr should not be revealed.

    Nah, killers just gonna slug for 4K and that's so boring as hell

    But something has to be done when there's only two survivors and none of them are doing something
