Power Struggle not working

Just played 2 matches where I was downed under a pallet, I was running the perks Flip Flop, Power Struggle, Windows of Opportunity, and Boon: Exponential. I reached 100% recovery before being picked up, equaling 50% wiggle progress. Neither instance did the pallet drop, causing me to get hooked when I shouldn't have been. This perk is already hard to get value out of and now it just doesn't work unless the killer walls through a pallet
