Use of Ultimate Weapon on the Hawkins National Laboratory map

I was using the Xenomorph perk Ultimate weapon on the Hawking map and noticed that when I activated the perk by opening a locker, none of the survivors in my terror radius screamed, including one I hit with a basic attack (indicating that proximity was not an issue.
The killer was The Shape in Tier III with the Dead Rabbit and Fragrant Tuft of Hair add-ons and the following perk load out:
Distressing
Unnerving Presence
Agitation
Ultimate Weapon
The offering loaded was the Ardent Tanager Wreath.
Post-match I noted that no survivor had the Jake Park perk Calm Spirit.
